How much does it cost to buy a health care reform volunteer?

According to the LA Times, the DNC is paying workers $15/hour to serve as ‘healthcare reform volunteers’.  There are so few supporters of Obama’s health plan that they have to pay $15/hour?  Wow.  I guess it is a sort of jobs program.
